Having high expectations concerning the civil service reform, we assigned several people to participate in the competitions for the post at ministries. Unfortunately, not only it appeared to be a hoax, it happened to be a huge one. Without proper training, and which is worse, without required authorities, new staff is expected to elaborate reforms – but strictly within the scope of the Government’s Programme. The latter being vague and populist, the young reformers seem to be doomed.
The whole spring 2018 was spent in debates whether Russia will risk an offensive. Political experts in Ukraine were far less alarmed than their foreign colleagues. Fortunately, Russia was too busy trying to tighten its budget. Our sources report that in 2018 wages in Russian regions were drastically decreased, especially at the public enterprises including the defence industry.
Despite the elections coming in 2019, every political figure started their election campaign. The Presidential Administration took up to manipulate public opinion in various ways. Is corruption less important than war? Is corruption in military procurements necessary for maintaining the country’s defensive capacity? De facto, Poroshenko’s team focuses on controlling the general public through promoting the concept of pro-Russian revanche if Poroshenko is not reelected. On the one hand, Poroshenko seems to manage to keep the situation stable; on the other hand, his circle is involved into corruption and they hinder the effective initiatives that would make the legislation and the economy more sustainable. Meanwhile, as wealth of millions Ukrainians deteriorates, Tymoshenko’s team developed “the new course” implying she will restart the economy. The same thing is widely promised by ex-henchmen of Yanukovych. They pretend there is no war in Ukraine; as this subject is too sensitive, they simply avoid it.
Kyiv Pride March in June 2018 revealed that politicians are eager to use the most outrageous rhetoric to win votes. A hideous article by Oleksandr Turchynov’s wife accusing LGBT of propagating perversion met serious criticism. Among her major weak points is that she is a dean of the state university – thus, these are the taxpayers who finance her “research” based on cavemen principles. Her husband, Secretary of the National Security and Defense Council supported her in public; so did his party fellows speculating on her freedom of speech right.
The right groups managed to make publications severely discrediting the LGBT movement leaders. The latter are clearly reluctant to support Ukraine and its Army in the war against Russia – resorting to hybrid war messages “we are against any violence”, “Ukrainians and Russians are brothers”. It was quite efficient in ruining the image of the LGBT leaders suggesting another context for discussion.
The feeling of Ukraine being under attack is very vague in Kyiv. Political competitions shades the war in the evening news. Despite “diplomatic boycott” of the FIFA 2018 World Cup held in Russia, many Ukrainians preferred not to join with their personal boycott. They are dumb slaves who say “we are tired of war”. Such men have no future whatever country they find themselves in.
